Michigan State University (MSU)
The Victim Assistance Academy
was initiated by the Violence Against Women Research and Outreach Initiative
at Michigan State University. VAWROI was established in 1994 and has been
involved in such projects as the MSU-STOP Project, a collaborative training
for health care professionals and law enforcement personnel; the Nexus of
Community Policing and Domestic Violence Conference; and the University-Community
Collaboration to Reduce Women Battering. The School of Criminal Justice which
houses the National Center for Community Policing, a Domestic Violence and
Community Policing grant and several other outreach activities supports the
MVAA.

Crime Victim Services Commission
(CVSC), Michigan Department of Community Health
In partnership with the
Michigan Department of Community Health, the Crime Victim Services Commission
is the state agency concerned with all aspects of services for victims of
crime. The Commission is composed of five members appointed by the
governor. The members include an attorney, a prosecuting attorney,
a law enforcement officer; a community based victim advocate, and a member
of the medical profession.
The Commission was created by
P.A. 519 of 1996 and succeeds the Crime Victim Compensation Board created
by P.A. 223 of 1976, and the Criminal Assessments Commission created by P.A.
196 of 1989. The CVSC administers programs that provide over $25 million
in services for over 250,000 citizens. It oversees the crime victim
compensation program, the crime victim’s rights fund, VOCA victim assistance
grants and the Michigan Crime Victims Notification Network. In addition
to these major areas, the CVSC provides funds for training and technical assistance
for victim advocates and has developed the state’s first web-based grant
application system.

Prosecuting Attorney's Association
of Michigan (PAAM)
PAAM is a voluntary association
of Michigan's 83 elected prosecutors and their staffs, comprising over 700
prosecutors in Michigan. PAAM's mission is to provide services to the state's
prosecuting attorneys in order to make local enforcement of state law more
uniform and efficient statewide.
To that end, PAAM works with
the legislature to enact, revise, and improve criminal law and criminal procedure.
PAAM has worked actively with the legislature on such issues as truth-in-sentencing,
juvenile justice, domestic violence, child protection, victim rights, and
other issues affecting Michigan's citizens.
Michigan
Victim Assistance Academy Speaker Biographies
Mary Anderson
Mary Anderson is a specialist with the School of Criminal Justice at Michigan
State University. She came to the school in January of 2003 and is
serving as the Michigan Victim Assistance Coordinator and the Safe School
Program Coordinator. Prior to joining MSU, Mary served as the Special
Projects Coordinator to Lt. Governor Connie Binsfeld for over five years.
During her tenure with the office, she assisted with the initiation and organization
of the Lt. Governor's projects including the National Conference of Lt. Governors,
the Lt. Governor's Children's Commission, the Lt. Governor's Special Commission
on Adoption, Michigan's International Year of the Family and Caring Arms.
Mary also worked in the Office of Children's Ombudsman. There she served
as a member of a multi-disciplinary team that developed individual plans
to investigate complaints brought to the office while assuring the safety
of the child. The team would review the most egregious cases of child
abuse and based upon their findings, make recommendations to the Governor
and the Legislature on how to improve the child welfare. In addition,
she monitored and assisted agencies that are responsible for a child's safety/welfare
to ensure compliance with state laws, rules and policies. Mary also
served as the District Director to Senator William Van Regenmorter for over
four years. There she obtained organized and analyzed data and authored
correspondence, reports, memos in areas that included the budget, department
policies, and legislation. Mary was also responsible for meeting with constituents,
lobbyists, state employees and advocates regarding issues of interest and
would represent the Senator at state and local meetings. Mary holds a B.A.
in Education from Hope College and an MPA from Western Michigan University.
Josh Ard
Josh Ard, J.D., MBA, Ph.D is an attorney with Howard & Howard Attorneys,
P.C. Mr. Ard practice focuses on planning for individuals with special
needs, elder law, estate planning, probate, conservatorships & guardianships,
and Estate & Trust administration. Prior to joining Howard &
Howard, Josh was an adjunct professor at Cooley Law School and was the staff
attorney for the law schools Sixty Plus, Inc. Elder Law Clinic. Mr.
Ard is a nationally and locally recognized authority on special needs and
elder law, consumer law, and other areas and is a frequent author and lecturer

Mona Armstrong
Mona Armstrong received her B.A. from Michigan State, and a J.D. from Wayne
State University. While in law school, she completed internships for
the Macomb County Prosecutor=s Office, The Eastern District U.S. Attorney
General=s Office, and the Honorable Avern Cohn (Federal District Court).
She graduated in 1994, and worked as a clerk for the Honorable Peter E. Deegan
(31st Circuit Court).
In 1995, Mona began working for the St. Clair County Prosecutor=s Office.
She is now a Senior Assistant Prosecuting Attorney responsible for the Major
Crimes Division of the office, responsible for homicides and other high profile
cases. For five years, Mona was responsible for the Special Victim=s
Unit handling Child Criminal Sexual Conduct and Abuse cases.
Mona is responsible for law enforcement training and updates for St. Clair
County police personnel. She has served as adjunct faculty for the
Criminal Justice Department at St. Clair Community College. She is
a frequent speaker at PACC and PAAM seminars such as Basic Training, Concession
Based Cross Examination, and Talking to a Jury. Mona has served as
Faculty at the National College of District Attorneys= National Advocacy
Center. She currently serves on PAAM=s Violence Against Women Project
Advisory Board.

Soleil Campbell graduated with honors from Michigan State University with
a Bachelor of Arts in Psychology. She also obtained a Master's of Social
Work with Child Welfare Specialization from Michigan State University.
Currently, Ms. Campbell serves the Michigan Department of Human Services
- Office of the Family Advocate with statewide responsibility for reviewing
and analyzing departmental actions in child welfare cases. She has
experience in foster care, juvenile justice, and intake for children's protective
services and adult protective services. Ms. Campbell has also worked
in a DHS regional office providing oversight of child welfare and adult services
for 22 counties in Michigan.
In Ms. Campbell’s current position, she identifies trends and recommends
law and policy changes based on case reviews. She coordinates the DHS
Child Case Review Team to review child death cases to determine modifications
to policy, law, and practice that could reduce child fatalities. Her
office is the liaison to the Office of Children's Ombudsman.
Ms. Campbell is certified in Child and Family Advocacy from the Chance at
Childhood Law and Social Work Initiative from the Detroit College of Law
in 2003. She was selected for the DHS Leadership Academy in 2005.
She is the DHS delegate for the Midwestern Governor's Association Regional
Methamphetamine Summit and a member of the Michigan Methamphetamine Task
Force
Renae Diegel, RN, BBL, CEN, CLNC, SANE-A, CMI-III, D-ABMDI
Renae Diegel is a Forensic Nurse Examiner, Program Director and Consultant
for Turning Point’s Forensic Nurse Examiner Program in Macomb County. Ms.
Diegel has 11 years of Emergency/Trauma care experience. In addition, the
last four years she has been practicing as a SANE and Forensic Nurse Examiner.
Ms. Diegel developed and instituted the SANE program in Oakland County and
now coordinates the Forensic Nurse Examiner Program in Macomb County. She
is also adjunct staff at the Macomb Community College Criminal Justice Center.
Ms. Diegel has a bachelors degree in Business, is a Certified Emergency Nurse,
a Trauma Nurse Core Curriculum Provider and an Emergency Pediatric Nurse
Course Provider from the Emergency Nurses Association, a Certified Legal
Nurse Consultant, a Certified Sexual Assault Nurse Examiner of the Adult/Adolescent
population and performs sexual assault exams on the pediatric population.
She is also a Level III Certified Medical Investigator from the American
College of Forensic Examiners International and is on the American Board
of Forensic Nurses. She is also a Diplomat with the American Board of Medical
Death Investigators.
In addition, Ms. Diegel is credentialed as a Forensic Nurse Examiner by the
medical staff at Mt. Clemens General Hospital. She also works with the Michigan
State Police Forensic Science Division and the Macomb County Medical Examiner,
Dr. Werner Spitz to perform trace evidence collection from the human body
at homicide and suspicious deaths scenes for Macomb County. She is also the
winner of the 2004 Liberty Award from the Macomb County Bar Association.
Michael J. Fullwood
Executive Director, Crime Victim Services Commission (CVSC)
Michigan Department of Community Health
A graduate of Michigan State University, Mr. Fullwood has over twenty years
experience working with grant and direct service programs. With a budget
of over $25 million, the CVSC administers Michigan’s crime victim compensation
program, crime victim assistance program (VOCA grants), crime victims’ rights
revenue and funding and the Michigan Crime Victim Notification Network.
A former President of the National Association of Crime Victim Compensation
Boards (1988-90), Mr. Fullwood has provided congressional testimony on bills
addressing the needs of victims of crime and has served as a consultant for
National Institute of Justice research projects. He serves as an instructor
at the Michigan Victim Assistance Academy at Michigan State University and
has presented at many seminars and conferences sponsored by the National
Association of Crime Victim Compensation Boards, the National Organization
for Victim Assistance, the United States Department of Justice, and the Prosecuting
Attorney’s Association of Michigan.
Patricia A. Haist
Patti Haist has been with the YWCA of Grand Rapids for 19½ years.
She became the Director of Clinical Services of the YWCA Counseling Center
last fall. Her job duties include providing individual and group supervision
for the staff of the Counseling Center (16 Masters level and 6 Bachelors
level) and establishing an ongoing training curriculum for staff. Patti
has a small caseload of survivors in long-term therapy and provides crisis
intervention for victims receiving their forensic/medical examinations. Patti
continues to oversee the Nurse Examiner Program. She has been involved
with the Nurse Examiner Program since its planning and implementation.
Patti started at the YWCA in 1985 as a therapist in the Child Sexual Abuse
Treatment Program. When the YWCA took over the countywide sexual assault
services by opening the Sexual Assault Program in 1990, Patti became the
supervisor and in 1997 became the director.
Patti received her Bachelor’s Degree in Psychology from Hanover College in
1979 and her Master’s Degree in Clinical Psychology from Western Michigan
University in 1981. She is a Limited Licensed Psychologist in the state
of Michigan.
Roberta J. Haney-Jones
Roberta J. Haney-Jones, B.A., CT, CA is the Victim Rights Training Specialist
for the Prosecuting Attorney’s Association of Michigan (PAAM). She
began her victim rights career early in 1996 when she became the Victim Rights
Coordinator for the Shiawassee County Prosecutors Office where she put their
Victim Rights program together. She was there for 3 ½ years
until she took a Victim Rights training position at PAAM. Her duties
at PAAM began with Victim Rights technical training and she now assists in
the planning of soft-skills victim rights trainings developed for county-based
advocates and prosecutors in Michigan’s prosecutor’s offices. She also
handles the prosecutor-based training for the Michigan Crime Victim Notification
Network (MCVNN).
In 1991 she earned her AAA in Humanities with a minor in Pre-Law from Lansing
Community College, in 1993 she earned her BA in Humanities with a minor in
Pre-Law from Michigan State University and in 1995 she earned a Post-baccalaureate
in Business degree as a Paralegal (CA).
Roberta is a 1996 graduate of the Victim Advocate Training sponsored by the
Michigan Sheriffs’ Association, a 1998 graduate of the Citizen Police Academy
sponsored by the Lansing Police Department, 1999 graduate of the Michigan
Victim Assistance Academy and a 2002 graduate of the National Victim Assistance
Academy. She also has completed the educational and testing requirements
of the Association for Death Education and Counseling (ADEC) and obtained
a certification in Thanatology, which is the study of death, dying and bereavement.
She has also received an Advanced Advocate Certification with a Comprehensive
Victim Intervention Specialty from the National Organization for Victim Assistance
(NOVA). Roberta has also recently completed Morita Therapy training.
She is currently working on her Death and Grief Studies Certificate from
Colorado State University in collaboration with the Center for Loss &
Life Transition directed by Dr. Alan Wolfelt.
Roberta has taught Victim Rights around the State of Michigan. She
has also taught several times at the Michigan Victim Assistance Academy at
the Michigan State College of Law and also guest lectured in the College
of Social Science at MSU.
Sandra K. Hoffman
Ms. Hoffman holds a Bachelor of Arts degree in Human Services. She graduated
from Siena Heights University and did her Master’s coursework at the University
of Toledo.
Prior to her appointment as Interim Director, she was Associate Director
of the Michigan State University-Business Identity Theft Partnerships in
Prevention and Administrator of the Identity Theft Crime and Research Laboratory
for four years. Sandra has over twenty-five years of experience in
management and accounting in the judicial system and in private industry.
In addition to serving as Interim Director, Ms. Hoffman serves as a consultant
for the Office for Educational Outreach at Bowling Green State University-Firelands
Campus as well as holds a position with the Adrian Township Police Department.
In keeping with the University’s mission statement, Sandra brings to the
program a long history of public service. She served eleven years on the
Board of Directors, Lenawee County Widowed Persons Service. Sandra
is trained in crisis intervention and has volunteered her services to Hospice
of Lenawee along with several public and private agencies.
Erin House
Erin House is a Special Assistant Attorney General for the Michigan Attorney
General prosecuting all domestic violence related cases in Antrim, Grand
Traverse, and Leelanau Counties. Erin’s position is funded by the U.S.
Department of Justice as part of a nine county domestic violence homicide
prevention unit providing specialized domestic violence prosecutors to smaller
northern Michigan counties with the goal of improving the court system’s
response to domestic violence victims and perpetrators to increase victim
safety and offender accountability. In her position, Erin has increased
the conviction rate for domestic violence and domestic violence related cases
to ninety percent for both pleas and jury trials.
Prior to becoming a prosecutor, Erin worked for the Domestic Violence Project
SAFE House in Washtenaw County, Michigan and the Branch County Coalition
Against Domestic Violence in Coldwater, Michigan and ARISE Domestic Violence
and Rape Crisis Center in Durham, North Carolina. Erin volunteered
with SAFE House from 1992-1995 and volunteered with ARISE from 2000-2002.
From 1995 to 1999, Erin coordinated SAFE House’s On-Call Response Team which
provided 24-hour, in-person response to domestic violence victims in their
homes and in hospitals after a domestic assault was reported to law enforcement.
It was through this work that Erin began developing an assessment tool to
use in the Washtenaw County Jail when law enforcement made dual arrests or
when there was indication that a survivor of domestic violence may have been
arrested. Erin helped to start SAFE House’s Legal Advocacy Department
in 1996 and Co-Coordinated the department for four years. In addition
to training and supervising the 11 member Legal Advocacy Department, Erin
was responsible for providing legal advocacy services to survivors in felonious
domestic assault and stalking cases. Through this work Erin did advocacy
on behalf of domestic violence survivors charged with felony and misdemeanor
crimes. Immediately prior to obtaining her current position with the
Michigan Attorney General’s Office, Erin was the Director of the Legal Advocacy
Department at SAFE House and did consulting and program development with
the Branch County Coalition Against Domestic Violence assisting them in developing
and implementing an On-Call Response Program and a Legal Advocacy Program
in Branch County.
Erin is a certified MCOLES instructor and has lectured throughout Michigan
and across the United States on issues of dating and domestic violence, legal
advocacy, coordinated community response issues, assessment and advocacy
approaches when domestic violence survivors are charged with crimes, and
promising practices in prosecuting domestic violence related crimes.
Erin House holds J.D. from the University of North Carolina School of Law
and a B.A. from the University of Michigan.
Joseph J. LaPorte
Joseph J. LaPorte is currently Director of Public Safety for Little Band
of Ottawa Indians, and a Private Detective/Security Consultant/Body Guard
for LaPorte Investigations & Security in Manistee, MI. Not only
do his responsibilities include budgetary, human resource, and terrorist
training, but he also is designing a disaster plan for all Tribal properties,
including its housing community, businesses, and a 250,000 sq. ft. casino.
As a Private Detective he specializes in criminal investigations. He
began his career in 1973 as a Road Patrol/Community Service Officer.
He implemented a drug education lecture series, and prepared crime scene
and composite drawings. He also was a Crime Investigator, Labor Law
Investigator, and a Compliance Manager supervising staff having oversight
and authority for all regulatory and compliance issues for the Tribal casino.
Joseph obtained his BS in Behavioral Psychology with a minor in Justice Studies
from Northern Michigan University in 1995.
He is a member of the Michigan Department of State Police/Private Detective
and Security Unit; Michigan Department of State Police Certified Law Enforcement
Officer; National Association of Chiefs of Police; and Michigan Association
of Chiefs of Police. Additional professional activities include: Director
of LRBOI Construction Company; Michigan Commission on Law Enforcement Standards
Curriculum Advisory Board, Department of Criminal Justice, Advisory Board
West Shore Community College; Major Crimes Task Force Member; Project Safe
Neighborhood Board Member/US Attorney's Office/Grand Rapids.
Susan L. LeDuc
Susan L. LeDuc received her J.D. from TM Cooley cum laude. She worked
in private practice for three years.
Since 1981, Susan has been working for the Ingham County Prosecutor’s Office.
She currently serves as the Deputy Chief Assistant for the Appellate Division.
She also served as the Chief of the Family Division for five years.
Susan has taught at TM Cooley, Ingham County Bar, PAAM, Legal Aid seminars,
Michigan Judicial Institute, Crime Victims Institute at MSU, Mid-Michigan
Police Academy, and local law enforcement agencies. She currently serves
as a member of the Ingham County Youth Violence Prevention Committee; the
Ingham County Balanced and Restorative Justice Committee; Lansing Teen Court
Advisory Board; and, the Friend of the Court Citizens= Advisory Committee.
Elizabeth L. McCann, B.S.
Elizabeth graduated from Central Michigan University in 1999 with a Bachelor
of Science Degree in Psychology. Currently, she works as a Sexual Assault
Advocate and Crisis Response Volunteer Coordinator at the Women's Information
Service, Inc. (WISE), a domestic violence and adult sexual assault agency
covering Mecosta, Osceola and Newaygo Counties. She has attended a
variety of trainings and conferences relating to advocating and counseling
sexual assault victims and their significant others. For the past four
years, she has presented on the topic of sexual assault to the Freshman class
at Ferris State University, as well as training Ferris’ resident assistants
on how to handle students who report being sexually assaulted. Elizabeth
has participated in the Take Back The Night Committee in Mecosta County for
5 years, as well as assisting with the coordination of Take Back The Night
in Newaygo County. She also collaborates with Ferris State University
officials by being a member of the Ferris State University Sexual Assault
Taskforce. The WISE Sexual Assault Program has a sexual assault prevention
program offered to area high schools, which she has assisted in developing
as well as facilitating to area high school seniors in alternative schools.
Elizabeth has been a guest speaker for Ferris’ V-Day week, as well as for
the Prosecuting Attorney’s Association of Michigan.
Tobin L. Miller
Tobin L. Miller is the Publications/Program Manager for the Michigan Judicial
Institute, Michigan Supreme Court, State Court Administrative Office. The
Michigan Judicial Institute provides training and publications for Michigan’s
judges and other judicial branch employees. In his current position, Mr.
Miller focuses on crime victim rights, civil child abuse and neglect proceedings,
and juvenile proceedings.
Mr. Miller is the author of several publications, including Crime Victim
Rights Manual (Revised Edition)(2005)(400 pp.); Child Protective Proceedings
Benchbook: A Guide to Abuse & Neglect Cases (Revised Edition) December
2003 (550 pp.); Juvenile Justice Benchbook: Delinquency & Criminal Proceedings

conferences. He was recently appointed to an advisory board for a national
project to provide training and publications to judges on crime victim rights
issues.
Tobin L. Miller has a J.D. from Thomas M. Cooley Law School, where he received
honors in alternate dispute resolution and jurisprudence, and a B.A. and
M.A. (English) from Michigan State University.
Lore A. Rogers, J.D.
Lore A. Rogers is a 1983 graduate of the University of Michigan Law School.
She worked as a civil trial attorney for 13 years before becoming the Legal
Advocacy Director at Domestic Violence Project, Inc./SAFE House in Washtenaw
County, Michigan, where she worked from September 1996 through December 2003.
In that capacity, she worked directly with survivors of domestic violence
and supervised a staff of 10 Legal Advocates who advocated for domestic violence
survivors through the civil and criminal justice systems.
Ms. Rogers has an extensive background in training and education on issues
of domestic violence, as well as in other areas. She is a certified
instructor on domestic violence dynamics for the Michigan Commission on Law
Enforcement Standards. Ms. Rogers has served as faculty at state
and national conferences on domestic violence. She is an adjunct professor
at Michigan State University-Detroit College of Law, teaching a course on
domestic violence law.
Ms. Rogers currently serves on the Michigan Domestic Violence Prevention
and Treatment Board, works part-time as a probation compliance officer for
the District Courts in Washtenaw County, and runs her own independent sales
and consulting business.
Mary Temple
Mary received her undergraduate degree from Western Michigan University and
her masters in instructional design from Michigan State University.
Mary worked her way through college and has real world experience in a variety
of jobs from restaurant server to heavy equipment operator. After graduation
Mary developed career training and placement programs for unemployed individuals.
Subsequently, she developed a consulting and training practice that provided
similar services to state and local agencies.
Mary is now a principal in BTS Training and Consulting, LLC. BTS focuses
on helping companies get the results they need through the performance of
their people. In addition to twenty years of experience in training
development in the automotive industry, Mary has developed and delivered
training for the National Auto Dealers Association, Michigan State University
Department of Criminal Justice, The State of Michigan Prosecuting Attorney’s
Association, The Neighborhood Association of Michigan, The City of Grand
Rapids, Michigan, Delta College, and others.
Representative William Van Regenmorter
Representative Van Regenmorter and his wife Cheryl have four children and
six grandchildren. He has been an analyst for Dun & Bradstreet,
as well as a small business owner and County Commissioner. He served
in the House of Representatives from 1982 to 1986 and served in the State
Senate from 1990 through 2002, where he was Chairman of the Senate Judiciary
Committee and the Senate Majority Whip.

Representative Van Regenmorter received an Honorary Doctor of Laws degree
from the Detroit College of Law at Michigan State University. His work has
been documented in a number of news reports and has been a subject in the
Pepperdine University Law Review. The Representative has been featured
nationally by Good Morning America, 60 Minutes, Court T.V., USA Today, Reader’s
Digest, Chemical Deicers and the Environment, by Frank M. D'Itri and Issues
of Conscience - Journals on the Sale and Science of Life by Dr. Laurel Hughes.
Dubbed the “father of crime victim’s rights” for writing the first comprehensive
Crime Victim’s Rights Act in the country, he has seen Michigan’s law become
a national model.
Mothers Against Drunk Driving (MADD) of Michigan established an annual award
named “The William Van Regenmorter Award”. Parents of Murdered Children
awarded him the “John D. O’Hair Lifetime Achievement Award”. The National
Chapter of Parents of Murdered Children honored him with their “Hero” award,
an award designed specifically for the Representative to thank him for his
work in the area of Crime Victims Rights. Representative Van Regenmorter
has been named, "Legislator of the Year” eleven times. He has received three
major national awards, including “National Legislator of the Year” by the
National Center for Victims of Crime in Washington, D.C., an honor accorded
to only one legislator in the country. David Beatty, former Executive
Director for the NCVC said, “Representative Van Regenmorter has done more
to advance the cause of victims’ rights in the United States than any other
state legislator. His career as a statesman and champion of victims’
rights can best be described by one simple statement; “he’s brought criminals
to justice and justice to victims.”
Barb Walkington
Barb Walkington has been a therapist with the Sexual Assault Program at Michigan
State University for nine years. Her job duties include providing individual
and group therapy for victims of sexual assault, incest survivors, and adults
molested as children. Both long-term and brief therapy is provided,
as well as crisis intervention. Consultation is available to the MSU
Community.
Barb is also a member of the Capitol Area Critical Incident Stress Management
Team, which offers response to Emergency Services Providers (First Responders).
Janine Washburn
Janine currently works for Crime Victim Services Commission as a Program
Specialist. She has worked as CVSC for 10 years. Before coming
to CVSC, she worked at the Accident Fund of Michigan as a Senior Claims Examiner
for 16 years. Janine is a board member of the Nation Crime Victim Association.
Barbara J. Welke, M.S.W.
Barbara Welke received her Masters of Social Work degree from the University
of Michigan, majoring in Interpersonal Practice. Her professional career
has provided her with experience in the forensic interviewing of child victims
of abuse, the prevention and treatment of domestic violence, as well as a
strong background in program development and administration.
Barbara has worked in a variety of settings that focus on child welfare.
She was the Head Social Worker for the Child Abuse Prevention Program at
the St. Vincent Sarah Fisher Center in Farmington Hills, Michigan.
In that role, she provided intensive services to families at risk for child
abuse, including family and individual counseling and parenting support groups.
She has also had experience in the field of domestic violence, serving as
a counselor for the Domestic Assault Program of Kalamazoo, Michigan and,
more recently, as Board President for the Safe Shelter of Benton Harbor,
Michigan.
Ms. Welke has also had a great deal of experience in program management and
administration. She spent four years with the Environmental Research
Institute of Michigan in Ann Arbor, working as Program Administrator for
a $4.0M program with the U.S. government. She also provided organizational
development consulting services for business leaders worldwide in her role
as Manager of Organization and Leadership Development with Whirlpool Corporation
in Benton Harbor, Michigan.
Ms. Welke is currently the Director and Forensic Interviewer for The Children’s
Assessment Center (CAC) of Berrien County. The CAC provides a neutral, child-friendly
center to enhance Berrien County’s ability to respond to child abuse victims.
Ms. Welke has extensive training and experience in the fields of forensic
interviewing and child sexual abuse.
Ms. Welke is currently the President of the Michigan Chapter of the National
Children’s Alliance, a nationwide not-for-profit membership organization
whose mission is to promote and support communities in providing a coordinated
investigation and comprehensive response to victims of severe child abuse.
Jane P. White
Jane P. White is the Associate Director of the National Center for Community
Policing for the School of Criminal Justice at Michigan State University.
She has served internationally and nationally as an active consultant to
criminal justice organizations, including innumerable police departments
on reorganization as it relates to community policing. She is the former
President of the Michigan Law Enforcement Training Directors Association,
former Chair of the Michigan Correctional Officer's Training Council appointed
by the governor, former Chair of the Training Committee of the Michigan Association
of Chiefs of Police, member of the International Association of Chiefs of
Police, former President of Boys' and Girls' Club of Lansing as well as President
for the Board of Directors for Highfields for Boys, and has served as a Trustee
to the Capital Area Community Foundation and the Greater Lansing Foundation.
She also served on the Capitol Area United Way Board of Directors where she
was Treasurer. She started her career as a police officer with the
Lansing Police Department and then became Director of the Criminal Justice
and Law Center at Lansing Community College, Mid-Michigan Police Academy,
where she developed and implemented the largest law enforcement training
center in the state. She is a nationally recognized developer and trainer
of programs that include community policing, criminal justice leadership
academy, violence issues, problem solving, ethical decision making, cultural
diversity for criminal justice workers, human trafficking, sexual harassment
issues, customer service for police, victim advocate services, and management
and supervisory programs. She has worked actively with the City of
Detroit Police Dept., Jackson, Mississippi, Milwaukee, Wisconsin, Fairfax
County, Virginia, Largo, Florida, Wayne Co. Metro Airport Police, Thailand
National Police, Juvenile Court System in Washington, DC as well as partnering
with 29 Police Agencies in Michigan the last 12 years in her role at fostering
partnerships from the Regional Community Policing Institute (RCPI) at MSU.
She is a graduate of Michigan State University with a Bachelors degree in
Political Science Pre-Law and a Masters degree in Administration of Higher
Education. She has worked extensively with the Michigan Commission on Law
Enforcement Standards (MCOLES), Michigan Judicial Institute, School Districts,
the Police Foundation, and innumerable community organizations around the
nation.
Terri L. Young
Terri L. Young is the Victim Rights Training Program Coordinator for the
Prosecuting Attorneys Association of Michigan. She began her career in Victim
Rights in 1992 working as the Criminal Justice Programs Administrator in
charge of Victim Services Unit for the Calhoun County Prosecutor’s Office.
In 1998 she accepted her current position a PAAM, where she is responsible
for the development and administration of continuing professional education
programs on victim right for Michigan’s prosecutors and their advocates.
She also provides site assessments for county prosecutor’s offices and develops
recommendations for improving the delivery of services to victims within
the individual counties. Additionally, she serves as a liaison between Michigan’s
Prosecutors and victim service providers.
Ms. Young holds an Associates Degree in Applied Science with a minor in Criminal
Justice and is currently completing her Bachelors in Criminal Justice. She
is a current member of the Advisory Board and serves a faculty for Michigan
State University’s Michigan Victim Assistance Academy and a member of the
Curriculum Advisory Committee for the Legal Assistant Program and Kellogg
Community College. She has serves as past president of the PAAM Victim Rights
Forum, former chairperson of the Calhoun County Sexual Assault & Abuse
Coordination Council, former co-chair of the Calhoun County Domestic Violence
Task Force. She has served as a member of the Victims and the Media Advisory
Council, and on the Editorial Advisory Committee for the Michigan Crime Victim
Rights Manual. She is a past member of the Calhoun County Coalition Against
Violence
