You must complete the three-page vulnerability assessment for each participating building.
The three-page vulnerability assessment must be signed and included with reimbursement documents for each completed building.
Each listed hazard (event) is evaluated qualitatively and scored in the areas of probability, risk, and preparedness. The factors are then multiplied to give an overall total score for each hazard. [(probability x risk) x preparation = total score]
Probability
- Each event is examined with respect to the likelihood that a CBRNE or terrorist incident could impact the event.
Risk
- The potential negative impact to a school building or its population, should a CBRNE incident or terrorist event impact the listed event. A variety of factors must be considered when examining the risk level of each event. In addition to those listed, you might look at threat to human life, threat to health and safety, property damage, systems failure, economic loss, loss of community trust, and legal ramifications.
Preparedness
-The school or district’s ability to respond to and manage a given CBRNE or terrorist incident. The group will need to consider things such as community involvement, status of emergency plans, level of staff training, back-up systems, etc.
The proximity section of the assessment is not added to the event multiplier (page 1-2) – it is intended to be used as a planning and preparing tool only.
Compiling the scores will allow a building/district to prioritize its vulnerabilities to determine the need for training and/or equipment resources for emergency planning and response.
Results of the assessment should then be discussed in the orientation/planning workshop or the tabletop for a consensus of the top three training priorities and equipment needs to help lessen the schools vulnerability.

If conducted by a contractor or outside agency, assessments should be completed with input from a school administrator or facilities/maintenance representative.
