Bonello, Elizabeth has
served as a police officer with the Lansing Police Department for 15 years and
currently holds the rank of Detective. During her career at Lansing, Elizabeth
has been assigned to the Uniform Patrol Division, the Service Desk, the Community
Services Division, and the Detective Bureau. As a Community Services Officer,
Elizabeth coordinated over 100 neighborhood watches. Over a two-year period she
doubled the number of active watches in the City of Lansing by recruiting volunteers
and establishing relationships between Neighborhood Watch members and officers.
Elizabeth believes that Neighborhood Watches are a fundamental component of community
policing. Elizabeth has a Master’s degree in Criminal Justice from Michigan
State University and is currently working toward a doctoral degree. She has taught
Criminal Justice at Michigan State University and Lansing Community College and
she is an instructor in the Mid-Michigan Police Academy.
Bouth, Charles N., Assistant Chief Charles
Bouth served 32 years in law enforcement. He retired as a Paramedic Lieutenant
from the Ingham County Sheriffs Department, and most recently served as Chief
of Police in Sault Ste. Marie, Michigan, as well as the city’s Fire Chief.
Assistant Chief Bouth is currently an Assistant Fire Chief with the City of Lansing,
Michigan. He brings a diverse experience to the classroom, having commanded a
variety of police, fire, and EMS incidents utilizing the Incident Command System.
His classroom experience of over 30 years greatly assists in relating classroom
information to practical field applications. Assistant Chief Bouth holds Bachelors,
Masters, and Educational Specialist degrees from Michigan State University and
is a graduate of the National Fire Academy and Executive Fire Officer Program.
He is a National Fire Academy certified Response to Terrorism instructor and teaches
Incident Command Systems for the Michigan Fire Fighters Training Council and Michigan
UICS.
Fountain, Brian is a 20-year
veteran of the Detroit Police Department. He is currently an instructor at the
Detroit Metropolitan Police Academy where he teaches crime prevention and crime
scene investigation classes. He is a subject matter expert in elderly abuse, social
and environmental crime prevention, identity theft, and workplace violence—to
name a few. He has presented for various associations and workshops around the
state. He is currently pursuing a degree in Education at Eastern Michigan University.
George, Andrew J., (Andy)
is currently the Assistant Chief of Staff Services at the City of Lansing Michigan,
Police Department. The Lansing Police Department has approximately 250 sworn officers
along with an additional 115 civilian employees. Andy is a Subject Matter Expert
for the Michigan Commission on Law Enforcement Standards in the areas of Police
Use of Force and Community Policing. Andy has provided expert witness testimony
for numerous depositions and also testified in Federal Court as a use of force
expert witness. Andy has been an adjunct faculty member for the Lansing Community
College since 1988, teaching in the academic section, the police academy and the
professional development section. Andy holds a Bachelor of Arts degree in Criminal
Justice and a Master of Science degree in Management and Administration from Michigan
State University. Andy is completing his course work for a teaching certificate
in Secondary Education at Spring Arbor University. Andy also is a graduate of
the 199th FBI National Academy.
Jackson, James W., is
currently Chair of Criminal Justice at Wayne County Community College, after retiring
from the Detroit Police Department. His career of 27 years in the police department
consisted of many different responsibilities including the last as Deputy Chief
of the Management Services Bureau. He has served as an International and national
consultant and trainer to the National Institute of Justice, Police Foundation,
projects in West Africa, Trinidad, the Virgin Islands, Michigan Municipal League
and numerous police agencies in the United States. He is an expert on diversity
issues within police organizations and has trained thousands of police officers
on this topic. He represented the City of Detroit for the Michigan Association
of Chiefs of Police and Michigan Law Enforcement Officer’s Training Council.
He served as chair of the United Community Services Domestic Abuse Task Force,
member of the Board of Directors for the Black United Fund and member of the National
Organization of Black Law Enforcement Executives. He currently serves as an adjunct
professor at Michigan State University and is on the team for implementation of
community policing that works with police organizations. Koops, Blaine, Sheriff Koops was a member of the
Holland Police Department for 26 years. He has served in various capacities in
the traffic division, general patrol, investigative services and command staff.
In 1976 he graduated from Grand Valley State University with a Bachelors degree
in Criminal Justice. In 1986 he was named Holland's "Police Officer of the
Year". Also in 1986 he completed his Master's Degree in Public Administration
from Western Michigan University.
In 1987 he accepted the position of Director of Criminal Justice Training at Grand
Valley State University. He served in that capacity until 1989, when he returned
to the Holland Police Department and was promoted to the rank of Lieutenant. In
1990 he was promoted to the rank of Captain, serving as the commander of the Administrative
Services Division. His duties included personnel selection, policy and procedure
directives, facilities management, record management, management of lock up facilities,
and supervision of all civilian personnel. He was also responsible for grant writing
and grant management for the police department.
Blaine continued his education and graduated from Northwestern University's Police
Staff and Command School in 1990. In December of 1993 he graduated from the Federal
Bureau of Investigation's National Academy (FBI/NA) in Quantico Virginia. The
FBI/NA is a prestigious international school for police executives from around
the world. The intensive three-month school involves both academic and physical
challenges. Blaine also serves as an adjunct professor for Grand Valley State
University's School of Criminal Justice. He is also a faculty member of Michigan
State University’s School of Criminal Justice – Regional Center for
Community Policing. He has taught policy and procedure development for Northwestern
University's School of Police Staff and Command. In November of 2000 he was elected
to the Office of Sheriff for Allegan County Michigan, assuming command in January
2001. Sheriff Koops and his wife Denise and two daughters reside in Hamilton Michigan.
Kus, James, is a retired Detective from
the Lansing Police Department (LPD) in Michigan. During his 26-year career with
LPD, he served in the burglary, larceny, youth felony and robbery-homicide squads
as well as the Lansing Police and Fire Departments’ Arson Unit. He also
spent several years in the Crime Prevention Unit performing over 400 residential,
commercial and industrial security risk analyses. In addition, Jim has served
as a Detective with the Eaton County Prosecutor’s Office in Charlotte, MI.
After 24 years of service, Jim retired from the Michigan National Guard. His last
nine years were spent as the Sate Physical Security Noncommissioned Officer. Duties
included the administration of the Army Physical Security Program for all National
Guard facilities. The focus of his security duties was directed toward the security
of all Arms, Ammunition and Explosives. Jim is a graduate of Michigan State University
where he received a Bachelor of Science Degree in Criminal Justice and a graduate
of the U.S. Army Conventional Physical Security and Crime Prevention School. He
has been designated as a Certified Protection Professional and is board certified
in security management through the American Society for Industrial Security. He
is qualified in civil and criminal courts as an expert witness regarding security
related matters.
Lawrence, Kim, is currently
a Captain at the Lansing Police Department where he has command responsibility
for the north side of Lansing. He started as an Ingham County Sheriff’s
Dept. as a park officer and was hired by Lansing Police in 1981. He has worked
in uniform patrol, undercover with the Tri-County Metro Team and was assigned
to the K-9 Unit until he was promoted to Sergeant. His responsibilities as Sergeant
include uniform patrol, planning and grants, community services, and internal
affairs. He was then promoted to Lieutenant working the night shift as the supervisor.
He also assumed responsibility as coordinator of the Field Training program for
four years. In 2003 he was promoted to Captain. He is a graduate of Lansing Community
College and Michigan State University.
Soffredine, Ralph, is
the former Chief of Police for the Traverse City, Michigan Police Department and
has been involved in Criminal Justice since June of 1966. He received his B.S.
degree from Central Michigan University, and did his M.A. graduate studies at
Eastern Michigan University in Community Administration. He has been involved
in county jail program development, police school liaison programs, drug enforcement,
crime prevention, police/fire training, internal investigation, chief contract
negotiation, grievance and discipline, unification and consolidation of police
departments, policy and procedure, central dispatch, records, grants, personnel,
management reorganization, community organization, city, township, and county
budgeting. Chief Soffredine taught criminal justice courses at Northern Michigan
University, Marquette, Michigan; Northwestern Michigan College, Traverse City,
Michigan; Northwestern University, Evanston, Illinois; Eastern Michigan University,
Ypsilanti Michigan; Grand Valley University, Grand Rapids, Michigan; Delta College,
Saginaw, Michigan. He is presently on the following committees: Northwestern Michigan
College Criminal Justice Advisory Committee; Michigan Association of Chiefs of
Police, Northern Michigan Chiefs of Police and Northern Michigan Fire Chiefs.
Chief Soffredine has held administrative posts at Grand Blanc Township Police
Department (Captain), Ishpeming City Police Department (Chief), Menominee City
Police Department (Chief), Traverse City Police Department (Chief), Traverse city
Fire Department (Chief), and Grand Traverse County Sheriff’s Department
(Director of Law Enforcement). He has been involved in numerous seminars and presentations.
He is a 1991 graduate of the FBI National Academy, Quantico, Virginia, Law Enforcement
Executive Development Seminar. He is a 1985 graduate of Northwestern University,
Evanston, Illinois, Police Staff and Command School. He graduated from Fire Fighter
I and II, and Fire Officer I, II, and III.
